VIII. ADMINISTRATIVE
AND PROFESSIONAL SERVICE
Article 105
1. The Chamber shall have an administrative and professional
service for the performance of professional, administrative
auxiliary and other jobs.
2. Administrative and professional service shall consist of
Chamber’s secretary (administrative secretary) and a number
of permanently employed administrative clerks.
3. Administrative and professional service shall be governed
by Chamber’s secretary. Secretary of the Chamber shall have
a college degree.
4. Secretary of the Chamber shall be elected by the Managing
Board on the basis of announcement for vacancies.
Article 106
1. Administrative and professional service of the Chamber
shall meet the needs and demands of the members and ensure
professional, high-quality, due and responsible performance
of tasks, in accordance with the Act on the Croatian Chamber
of Architects and Civil Engineers, Act on building, Act on
urban development and these Articles of association.
2. The work of the administrative and professional service
shall be governed by a rulebook laid down by the Managing
Board.
IX. PAPERS OF THE CHAMBER
Article 107
1. The Chamber shall have its papers.
2. Professional and scientific studies from the scope of architecture
and civil engineering, as well as official acts and notices
of the Chamber shall be published in the papers.
3. All members of the Chamber shall receive the papers.
Article 108
1. Members of the editing office, editor in chief and editor
of the papers shall be elected by the Managing Board, for
a three time period.
2. Members of the editing office, editor in chief and editor
of the papers shall answer to the Managing Board.
X.FINANCIAL OPERATIONS OF THE CHAMBER
Article 109
1. Financial operations of the Chamber shall be conducted
on the basis of annual incomes and expenditures, approved
by the Assembly.
2. Budgetary revenues of the Chamber are:
1) registration fee for authorized architects and authorized
civil engineers
2) membership fee for authorized architects and authorized
civil engineers
3) other incomes and payments
3. Supplementary incomes of the Chamber are:
1) disciplinary fines
2) various supplementary incomes
Article 110
1. The Chamber shall use its means to execute tasks of the
Chamber established by the Act on the Croatian Chamber of
Architects and Civil Engineers, Act on building, Act on urban
development and these Articles of association.
2. The Managing Board shall have the authority to authorize
the use of Chamber’s means for other legitimate purposes or
needs.
Article 111
1. Financial operations of the Chamber shall be registered
on the basic and on separate accounts.
2. Financial operations of the Chamber shall be registered
on the basic account.
3. Financial operations of the Departments shall be registered
on separate accounts.
Article 112
1. Incomes from Article 109 of these Articles of association
shall be originally registered on separate accounts of the
departments.
2. A part of income for the operation of the Chamber as a
whole shall be transferred from the separate accounts of the
departments to the basic account.
3. The amount of money from the previous paragraph shall be
established by Assembly’s annual budget.
Article 113
The persons authorized to manage financial means of the Chamber
shall be elected by:
- Chamber’s Managing Board, when it comes to financial means
on the basic account of the Chamber,
- Department Boards, when it comes to financial means on the
separate accounts of the departments.
XI. COAT OF ARMS, SEALS AND STAMPS
Article 14
1. The Chamber shall have its coat of arms, designated by
the Assembly.
2. Seals and stamps of the Chamber shall be round, 38 mm in
diameter, bearing the designation: The Croatian Chamber of
Architects and Civil Engineers – Zagreb.
3. Ink seals can be used in black, deep blue and purple ink.
4. Metal stamps shall be imprinted in red wax.
5. The Chamber shall also have a dry stamp.
XII. FILE STORAGE
Article 115
1. Registers, lists and documents relating to individual authorized
architects or authorized civil engineers shall be permanently
stored, while other documents are to be stored for ten years.
2. The Managing Board shall have the authority to make a separate
decision on storing Chamber documents.
XIII. TRANSITIONAL AND FINAL PROVISIONS
Article 116
1. President of the Chamber, the Managing Board and the Supervisory
Committee shall be elected by the Founding Assembly.
2. General acts from Article 21, paragraph 2 and Article 22,
paragraph 1 of the Act on the Croatian Chamber of Architects
and Civil Engineers and Article 47 of these articles of association
shall be adopted by the Assembly at a special meeting no later
then six months from the day of the founding convention.
Article 117
The Croatian Chamber of Architects and Civil Engineers shall
interpret any special provisions of these Articles of association.
Article 118
These Articles of Association shall enter into force on the
day of its publishing in the Official gazette of the Republic
of Croatia.

At the meeting held on October 20, 1999, pursuant to Article
9, paragraph 1, item 1 and Article 20, paragraph 2 of the
Act on the Croatian Chamber of Architects and Civil Engineers
(Official gazette of the Republic of Croatia, no. 47/98),
the Croatian Chamber of Architects and Civil Engineers, with
prior consent of the ministry of urban development, construction
and habitation, adopted the following
AMENDMENTS TO THE ARTICLES OF ASSOCIATION OF THE CROATIAN
CHAMBER OF ARCHITECTS AND CIVIL ENGINEERS

no. 112, dated October 29, 1999
Article 1
The following text shall be added to Article 4, end of paragraph
3 of the Articles of association of the Croatian Chamber of
Architects and Civil Engineers: “Membership card shall also
set forth the authority of the authorized architect or authorized
civil engineer to perform jobs within the framework of professional
tasks, the Act, regulations adopted pursuant to the Act, rules
of the profession and the Code of professional ethics of the
Croatian Chamber of Architects and Civil Engineers.” Paragraph
4 shall be altered into: “The membership card shall be verified
by the dry stamp of the Chamber, imprinted beneath the photograph
of authorized architect or authorized civil engineer, and
by the signature of the president of the Chamber.”
Paragraph 7 shall be expunged.
Present paragraph 8 shall become the new paragraph 7.
Article 2
Article 20, paragraph 1 shall be as follows: “Authorized civil
engineers shall have the authority to perform jobs of the
following professional orientations: “
Article 3
Article 21, paragraph 2 shall be as follows: “(2) Authorized
civil engineers shall have the authority to perform jobs of
all professional orientations.”
Article 4
Article 24 shall be as follows:
“ Article 24
Professional tasks of authorized mechanical engineers, relative
to their professional orientation, for each technical domain
are:
1. technical, technological and economic design of engines
and parts of building systems
2. consulting and representing investors and their interests
when it comes to planning, designing, choice of equipment
and contractors, as well as project organization and implementation
3. drawing up studies, programs and conceptual technological
designs, expert opinions, evaluations and calculations
4. supervising execution, calculation and takeover of executed
works
5. conduct technical tests and measurements
6. control of systems in use
7. expert control and revision of domestic and foreign projects
8. drawing up instructions for use and maintenance.
Article 5
Article 25 shall be as follows: “Authorized electrical engineers
shall be entered in the Register of authorized electrical
engineers. The register shall have only one professional orientation.
“
Article 6
Article 26, paragraph 1, item 1, shall be as follows:
“(1) Professional tasks of authorized electrical engineers
shall be as follows:
-technical, technological and economic designing of electro
technical, computer, information, telecommunications, lighting
and protective systems.”
Article 7
The following text shall be added at the end of Article 35:
“the seal shall also contain the sign of the Chamber. “
Article 8
Article 55, paragraph 1, item 2 shall be altered as follows:
“2. publishing of magazines, books, other publications and
other forms of publishing (cassettes, floppy discs, CDs, films,
etc. )”
Article 9
Article 65, paragraph 3 shall be altered as follows:
“ (3) Department meeting can be held and adopt valid decisions
if the majority of the members are present. If the majority
of all members does not attend the department meeting, it
shall be postponed for a period of 30 minutes, after which
time it shall convene.
Valid decisions at such department meetings shall be adopted
by majority vote of all attendant members.”
Article 10
The words: “and with the sign of the Chamber” shall be added
at the end of Article 114, paragraph 2.
Article 11
The above amendments to the Articles of association shall
enter into force on the day of their publication in the Official
gazette of the Republic of Croatia.
